Sex offender accused of exposing himself to child at Truro Walmart


 A convicted sex offender is back behind bars after allegedly exposing his genitals to a girl at a store in Truro two weeks ago.

James Michael Snow, 60, was arrested Jan. 16 after an incident in the toy section at Walmart. A source familiar with the investigation said the alleged victim is eight years old.

Snow faces three charges in Truro provincial court: exposing himself to a child for a sexual purpose and two counts of breaching release conditions.

He had been living in Truro since April 2020, when he was granted bail on charges of sexual assault, sexual interference and invitation to sexual touching.

Those charges were laid in January 2019 and involve a girl who was known to Snow. He’s accused of molesting her at a Dartmouth residence on multiple occasions over a three-year period between Jan. 1, 2015, and Dec. 31, 2017.

That trial is being held in Dartmouth provincial court. Judge Frank Hoskins has heard the evidence and submissions and is expected to deliver the verdict next month.

The Crown revoked Snow’s bail after he was arrested in Truro. Those charges are due back in court in Truro on Feb. 24.

Snow has two convictions for sexual assault, from 1989 and 2003, and one for exposing himself to children.

In 2003, he was sentenced to four years in prison for sexually assaulting a child in Hants County. The sentence included a lifetime prohibition on attending parks, playgrounds, pools, schools and other places where children under the age of 14 are likely to be present.

In November 2017, Snow was convicted of exposing his genitals after he was observed masturbating in front of a window at his Maplehurst Drive apartment in Dartmouth the previous Valentine’s Day by a group of children who were sledding. He was sentenced to time served and three years’ probation.

Snow was subsequently arrested and charged with sexually abusing girls and women in the Walton area of Hants County in the 1980s. He was also charged with 31 counts of violating the prohibition order in Halifax Regional Municipality and Milford between October 2016 and February 2017.

The charges of breaching the prohibition were stayed by the Crown in August 2018. Snow was acquitted on the sex-related charges in Nova Scotia Supreme Court.  Source
